We’ve built a world-class regulated market that prioritizes consumer safety, small business growth, and high-quality craft products. However, a new piece of legislation—Senate Bill 1548—threatens to dismantle the progress we’ve made. This bill isn’t just a “tweak” to the rules; it is a direct assault on our local processors and a step backward for public safety.
If you care about keeping Oregon’s cannabis industry diverse, affordable, and safe, we need to talk about why SB 1548 is a dangerous “solution” looking for a problem that doesn’t exist.

What is SB 1548? Understanding the New Mandates
SB 1548 proposes a radical shift in how cannabis edibles are packaged and sold in Oregon. If passed, the bill would require every single edible unit inside a package to be individually wrapped, regardless of the THC content per piece. Additionally, it would limit each of those individual units to no more than 10mg of THC.
While proponents might frame this as a safety measure, it is actually an unnecessary regulatory hurdle. Our current system already requires strict child-resistant packaging, rigorous laboratory testing, and clear labeling. Forcing processors to wrap every gummy or chocolate square individually is redundant and adds a massive layer of complexity to an already heavily burdened industry. This would reverse so much of the progress the cannabis industry has made in Oregon.
Impact on Small Businesses and Craft Processors
The biggest victims of SB 1548 will be the small and mid-sized processors who make Oregon’s cannabis scene so unique. For many local “mom and pop” brands, these new requirements would necessitate a complete overhaul of their manufacturing lines. We are talking about expensive new machinery, redesigned packaging, and increased labor costs.
In an industry where margins are already razor-thin due to heavy taxation and a lack of federal banking access, these added costs will be the breaking point for many. We risk losing the very craft producers who prioritize quality and community, leaving the market to be dominated by large multi-state operators who can afford the compliance “tax.”
The Hidden Risks: Environmental Impact and Child Safety
Beyond the economic toll, SB 1548 is an environmental nightmare. At a time when we should be looking for ways to reduce waste, this bill mandates a massive increase in single-use plastic and packaging materials. Thousands of extra wrappers will end up in our landfills every day for a “safety” benefit that is largely theoretical.
Ironically, this bill may actually decrease child safety. Federal standards for child resistance are based on continuous protection—meaning the entire package is hard for a child to open. By creating dozens of small, individually wrapped “treats” inside a box, we may inadvertently increase the risk of loose, potent units being left out on a counter once the main child-resistant seal is broken.
The Threat of the Unregulated Market
When we make legal cannabis more expensive and less accessible through over-regulation, we don’t stop consumption; we just push people back to the illicit market. If SB 1548 drives up the price of your favorite edible or forces your favorite brand out of business, the “guy down the street” becomes the only option. Unregulated products don’t undergo the 100% testing that Oregon’s legal market requires. By over-regulating the “good guys,” the state is effectively handing a win to the underground market.
