Last Thursday, October 9, the Missouri Department of Health and Senior Services proposed regulations for the recommendation and distribution of CBD oil to patients with intractable epilepsy. The proposed regulations explain the requirements and process by which patients can apply for a “Hemp Extract Registration Card” that allows each patient to possess up to 20 ounces of CBD oil.

These regulations are not finalized. The general public can comment on them until November 8. If you would like to submit a comment, mail it to the Missouri Department of Health and Senior Services, Division of Community and Public Health, Harold Kirbey, Division Director, P.O. Box 570, Jefferson City, MO 65102-0570.

We are still awaiting the regulations from the Missouri Department of Agriculture, which will outline the rules for the cultivation of high CBD, low THC cannabis and the production of CBD oil. Once both sets of regulations have been submitted and approved, the production of the first legal medical cannabis in the state of Missouri since 1937 should begin.

Political change can be almost unbearably slow, but I fully believe that this is a momentous step for our movement in this state. This system will start with a fairly small number of patients — 885 by the department’s estimate — but it can provide the foundation for a more comprehensive system of medical cannabis and even a fully legal market in cannabis.
