Does Missouri Have Marijuana Dispensaries?
Missouri’s Department of Health and Senior Services (DHSS) awarded 192 dispensary licenses in January and was right on schedule to see the first of them open late this spring — and then COVID-19 happened. Created in 2018 after the passage of Amendment 2, the Medical Marijuana Program was nearly across the finish line until the final stretch turned into quicksand amidst the global pandemic.
Critical last steps like securing investments, completing retail space construction, finalizing staffing plans, and stocking store shelves with Missouri-grown cannabis have all seen buffering time added. All this has been to the dismay of many ambitious dispensary owners who hoped to have their doors open by 4/20; however, the coronavirus has not derailed the program itself, merely added another layer of logistical complexities to parse.
Can I Still Apply for a Medical Marijuana Dispensary License?
No. The application process for medical marijuana businesses took place from June – August of 2019, and the initial licenses have been awarded. In the event that those awarded licenses are unable to complete their operational buildout, the license will then be awarded to the next highest-scoring application in that congressional district.
When Will Dispensaries Open in Missouri?
For those of you hoping I would say you’d be able to walk into a dispensary next week and stock your mason jars with their first hoard of Missouri’s legal weed, this news will come as a major buzzkill.
At this time, no medical marijuana business has passed commencement inspection from DHSS, meaning, not only are no dispensaries open, but legal cultivators don’t even have seeds or clones in the ground. Nonetheless, significant progress has been made by a few licensed cultivators, and it wouldn’t come as much of a surprise if the first announcements of facilities passing commencement inspections began to trickle in early this month.
Considering that even the quickest grow periods hover around 3 months, it is foreseeable that Missouri’s first operational medical marijuana cultivators could have the first round harvested, processed, and ready for packaging and sale to patients as early as September.
For patients who received their medical marijuana cards last June, there will certainly be a justifiable sense of having wasted $25 as the patient cards are only valid for a year before requiring renewal. Although they are protected from arrest and prosecution for possession, , there is not yet an avenue for patients to purchase medical marijuana products in Missouri nearly a full year since DHSS began issuing patient identification cards.
What Kind of Medical Marijuana Products Will I Be Able to Purchase in Missouri?
Under Missouri law, licensed dispensary facilities are able sell a wide array of medical marijuana products, including traditional flower, pre-rolled joints, edibles, topicals, tinctures, and concentrates. Dispensaries are also able to sell pipes, rolling papers, bongs, lighters, and other cannabis paraphernalia.
Flower – When we refer to weed flower, this is the dried, smokeable portion of cannabis, sometimes referred to as “bud” and is most commonly sold in measurements of eighths (1/8th) of the ounce. The three primary categories your chosen flower will fall into are Indica, Sativa, and Hybrid; you commonly find stoners in disagreement on which weed varietal they prefer Traditional methods of administration include joints, blunts, pipes, and bongs after crushing the flower with a sturdy grinder, though more experienced cannabis enthusiasts may prefer to grind with their fingers (a.k.a. God’s grinders).
Pre-rolls – Rolling a joint is an art form that usually requires significant effort and dedication to achieve that masterful look and smokeability. For this reason, it is common for dispensaries to make pre-rolled joints available for sale, which can be a preferred method for certain patients.
Edibles – The sky is the limit with the possibilities of edible marijuana confections. Some frequently sold edibles in out-of-state dispensaries include brownies, chocolate bars, gummy candies, and drink packets. Because the demand for edibles takes up a significant share of the market for marijuana and marijuana products, you can likely expect to find cannabis edibles of a wide variety available at most dispensaries.
Concentrates – Concentrates are just that: concentrated extracts of marijuana that takes a variety of shimmery, sticky appearances. Various forms of concentrates include shatter, budder, sauce, and diamonds and are administered through vaporization and inhalation through either a rig or a vaporizer. Concentrates arouse intense effects, typically more powerful than traditional flower, and is a preferred method of consumption for some patients as there is significantly less irritation. Also, vaporizing concentrates still produces a distinct aroma, but it is significantly less pungent than smoking bud. Because it has the potential of being a more discreet way of medicating, along with its other benefits, concentrates are championed by a large sect of cannabis enthusiasts.
Tinctures – Tinctures are also a splendid way to discreetly consume medical marijuana, as it takes the form of a carrier liquid, such as oil, that is dropped underneath the tongue through an eyedropper. It involves no smell whatsoever and makes it quite simple to administer a consistent dose of medical marijuana.
Topicals – If the previous selections weren’t enough, you can also apply certain cannabis products directly to your skin. Various skin care products infused with relatively lower dosages of THC than other methods include lotions, oils, body butters, and creams. These tend to be a preferred method of administration for patients experiencing chronic pain in the form of arthritis or healing mild burns of skin inflammation. These are also preferred by patients who do not prefer powerful psychoactive effects.
Where Will Missouri Marijuana Dispensaries Be Located
In January, as directed by Amendment 2 (Now Article XIV of the Missouri Constitution), DHSS awarded 192 medical marijuana dispensary licenses, distributed evenly at 24 dispensaries for each of Missouri’s eight congressional districts. Not surprisingly, there is a noticeable clustering of licensed dispensaries located in the metropolitan areas of Saint Louis, Kansas City, Springfield, and Columbia.
